					<p><span class="intro">Planning approval has been granted for the Crown Development application for Sevington Inland Border Facility (IBF) near Ashford, Kent. This decision secures the long-term future of a nationally significant, and critical site supporting UK border operations following the country’s departure from the EU.</p>
<p>The approval allows the continued operation of the IBF and Border Control Post on the 48-hectare site, which has been in use under temporary consent since 2020. The facility will remain operational 24 hours a day, seven days a week, providing essential infrastructure for goods vehicle checks and customs processes linked to the Port of Dover and Eurotunnel.</span></p>

Permission secures the retention of existing buildings, goods vehicle parking spaces, refrigerated semi-trailers, staff car parking, access roads, utilities, hardstanding, landscaping and associated works. The site is located on the outskirts of Ashford and will continue to operate as an Inland Border Facility and Border Control Post under the Crown Development Route. The project is being delivered for the Department for Transport (DfT), His Majesty’s Revenue &amp; Customs (HMRC) and the Department for Environment, Food and Rural Affairs (Defra), with planning authority oversight from Ashford Borough Council.</p>
<p>Working closely with the project team, which includes JLL Planning, architects Chetwoods, BCA Landscape Solutions and Stantec, Waterman co-ordinated a retrospective Environmental Impact Assessment (EIA) and authored the Environmental Statement (ES). In addition, our specialists delivered a wide range of technical services for the scheme, including transport, air quality, noise, ecology, biodiversity, landscape and visual impact assessments, as well as arboriculture, flood risk, utilities, sustainability and operational waste management strategies. Our team also provided expert witness at the Crown Development Route Public Inquiry held in early December, which was the first such inquiry under this process since its adoption in 2025, covering matters such as noise, lighting, air quality, traffic, biodiversity and landscape.</p>
<p>To support long-term environmental stewardship, Waterman’s ecologists contributed to an updated Environmental Management Plan, ensuring the establishment and enhancement of habitats across the site. We also prepared an updated Staff Travel Plan to promote active and sustainable travel for employees.</p>

					<p><span class="intro">Waterman has been re-appointed to the Crown Commercial Services (CCS) Management Consultancy Framework (MCF4).</span></p>
<p>Our successful re-appointment will see us provide an increased range of services covering environmental, sustainability and infrastructure advice over the two-year framework.</p>
<p>Crown Commercial Service (CCS) is the UK’s biggest public procurement organisation and an executive agency of the Cabinet Office. MCF4 provides clients access to advice for a range of specialisms helping the public sector maximise every pound so precious resources can go where they are needed most.</p>
<p>The robust selection criteria required successful suppliers to demonstrate a track record of delivering the highest levels of professional advice, carbon management and cyber security. The framework is utilised by Central Government Departments and all other UK Public Sector Bodies, including Local Authorities, Health, Police, Fire and Rescue, Education, Charities, Third Sector, Housing Associations and Devolved Administrations.</p>
<p>Our appointment follows on from our work on MCF3 where we delivered multiple projects working with a range of clients including the Civil Aviation Authority, Network Rail, Highlands &amp; Islands Airports, along with a number of local authorities.</p>

<p>Running alongside PPF’s existing national contractor frameworks, Waterman has been selected to provide Structural Engineering, MEP Design, Sustainability &amp; Environmental, Civil &amp; Highways Engineering to public sector bodies across nine out of the 11 regions.</p>



<p>Robbie Blackhurst, Procure Partnerships Framework Director, said in a recent statement: “<em>This agreement has been two years in the making and it now allows the Procure Partnerships Framework to offer a one stop shop of both professional services and contractor appointments to our public sector clients. The framework is divided into sub-regional lots supporting the appointment of both local and national practices, offering both Direct Award and Further Competition project call offs.”</em></p>



<p><em>“We were extremely impressed with the quality of tenders received and delighted with the calibre of suppliers that we now have locked into our four-year agreement. The breadth of public sector delivery experience across our supplier partners is impressive and we are excited to work with and support them.”</em></p>



<p>Waterman’s Director Barry Dobbins said: <em>“We are very pleased to have been accepted on so many lots covering the majority of England. The 4-year framework has the potential to offer us many opportunities in public sector work and we hope to capitalise on this to achieve further growth across all engineering disciplines in Waterman.”</em></p>

<p>Commencing in 2006, the Project Allenby/ Connaught (PAC) scheme set out to modernise the Army’s existing estate and provide fit-for-purpose accommodation, ultimately ensuring soldiers live and work within a best-in-class environment.</p>



<p>The scale and scope of the Aspire Defence venture evolved over time, with PAC going on to deliver a transformative £1.6bn defence infrastructure overhaul during its initial phase, impacting the garrisons of TidNBul (Tidworth, Bulford, Perham Down), Larkhill, Aldershot and Warminster by the time it completed in 2014.</p>



<p>Initially appointed to carry out MEP design services for the early refurbishment works scheduled for PAC, the scope of our involvement quickly evolved to match the growing scale of the scheme. Soon our team was providing detailed design input for multiple new build and refurbishment schemes, supplying environmental accreditation advice, working closely with the utility, communications and data specialists. As the individual projects progressed into the construction phase, we continued our support, carrying out site inspections, generating Energy Performance Certificates (EPCs) and providing logbooks for all the technical and working assets within the scheme.</p>



<p>Once the initial PAC scheme had been successfully delivered, our services were retained by Aspire Defence Capital Works (ADCW) for the Army Basing Programme (ABP). This £1.1bn variation to the original contract would further reconfigure the Army’s living and working infrastructure from 2016 to 2020, to accommodate units returning from Germany, whilst also rebasing units within the UK.</p>



<p>ABP saw further upgrades to the infrastructure and assets at garrisons across Salisbury Plain Training Area and at Aldershot. Working alongside the now-established Aspire project team, our engineers provided MEP designs for a further 92 technical assets over the next five years. At ABP’s peak, we tackled more than 20 projects simultaneously, issuing construction information on up to four assets per week, ranging from stores and Dutch barns to battalion headquarters and state-of-the-art simulator training facilities.</p>



<p>With work now underway on all garrison sites, our team continues their involvement with the project, completing the remaining designs, providing construction support, carrying-out site inspections and ensuring the successful integration of completed assets into service.</p>
