Smart Motorways Programme
Under the Highways Agency (now Highways England) Project Support Framework Agreement, Waterman was appointed to work on the Manchester Managed Motorways and was awarded two Task Orders:
- the M60 J24-J27-J4 Managed Motorway and
- the M62 J18-J20 Managed Motorway
Managed Motorways, now known as Smart Motorways, are sections of motorway which use active traffic management (ATM) techniques to increase capacity by use of variable speed limits and hard shoulder running at busy times.
Waterman’s role was lead Engineering and Environmental Design Consultant responsible for the Options Appraisal stage for the M60 scheme and then the preparation of the Quality Management Plan and delivery of PCF products for SGAR2 for the M62 scheme.
Our work covered preliminary layout, signing, technology (with sub-consultants SERCO) and operational strategy in preparation for the Preliminary Design Report; traffic and transportation work including preparation of a micro-simulation operational model of scheme options; supervision of Ground Investigation; preparation of input to Benchmark for compilation of the scheme estimate; liaison with stakeholders such as the Police and the Client Operation team; preparation of M62 scheme environmental information input; Liaison with the Delivery Office regarding contract procurement; contributing to Subject Matter Expert meetings; co-located working with the Managed Motorway Delivery Partner and other consultants working on adjacent schemes.
The M62 J18 to J20 project was part of the Manchester Managed Motorways programme which had a single client appointed Delivery Partner. Waterman worked in partnership with the two other appointed consultants and the Delivery Partner in co-located offices in the latter stages of the Task Order.
This facilitated sharing of best practice across the integrated team. Many SGAR products were co-authored and the three project team could concentrate on working to common aims and goals. Programme, risk, cost and quality were reported jointly at visualisation management meetings, progress meeting and during day-to-day communications with the client project management team.
