The new Footscray Hospital is set to transform healthcare delivery in Australia’s west Melbourne, providing state-of-the-art facilities for a rapidly growing community. Valued at A$1.5 billion, this landmark development is one of Victoria’s largest health infrastructure projects and will offer world-class clinical care alongside cutting-edge teaching and research spaces.

Located at the intersection of Geelong and Ballarat Roads, the hospital will feature over 500 inpatient beds, a comprehensive emergency department, and a suite of operating theatres. Specialist facilities will cater to mental health, palliative care, and acute services, while integrated teaching and research spaces will support Victoria University and Western Health in advancing medical education.

Beyond its clinical capacity, the hospital has been designed with community in mind. Features such as rooftop gardens, a central ‘Village Green’ and a footbridge linking to Victoria University will create a welcoming environment for patients, staff and visitors. Additional amenities include a pharmacy, childcare centre, café and supermarket which will further enhance the precinct’s accessibility and convenience.

Once fully operational, Footscray Hospital will accommodate up to 600 beds, enabling an additional 15,000 patient admissions and 20,000 emergency department visits annually. This expansion will significantly enhance healthcare capacity for Melbourne’s western suburbs, reducing pressure on existing facilities and improving patient outcomes. Discussing the scheme’s impact in a recent statement, a Victorian Health Building Authority Representative said: “Footscray Hospital represents a once-in-a-generation investment in healthcare for Melbourne’s west. Our goal has been to create a facility that not only meets today’s needs but anticipates the demands of the future.”

The project is being delivered via a Public-Private Partnership (PPP) led by the Victorian Health Building Authority (VHBA), in collaboration with Western Health and Victoria University. The Plenary Health consortium, with Multiplex as builder and Billard Leece Partnership and Cox Architecture as designers, is responsible for the design, construction, and maintenance of the facility.

With construction running from 2020 to 2025, the hospital will be fully operational in Q1 2026, beginning with a phased opening from February. More than 4,500 staff will undertake extensive training, including clinical simulations, to ensure seamless transition into the new facility. Over 4,000 pieces of clinical equipment will be installed, and specialist services such as emergency care, intensive care and mental health units will relocate to the new site.

Waterman Australia is proud to have played a pivotal role in this transformative project. Appointed by the Victorian Health Building Authority as Technical Advisor to the State Government, our team has delivered comprehensive engineering expertise across all building services disciplines, including mechanical and electrical systems, fire protection, hydraulic services, vertical transportation, and environmentally sustainable design.

Our involvement has spanned the entire project lifecycle, from preparing the technical brief and assessing PPP bids to reviewing detailed designs and overseeing construction phase services. Acting on behalf of the State Government and Western Health, we have ensured that every engineering solution meets the highest standards of safety, efficiency, and sustainability.

The Countess of Chester Hospital NHS Foundation Trust’s Women and Children’s Building is a £110 million scheme which has transformed healthcare for families across Cheshire and North Wales.

The state-of-the-art facility opened its doors in autumn 2025, bringing together maternity, neonatal, paediatric, and gynaecology services under one roof. The three-storey building replaces the original 1970s structure and forms part of the NHS’s national programme to eliminate the use of Reinforced Autoclaved Aerated Concrete (RAAC) in healthcare buildings. AHR Architects’ design focuses on creating a welcoming and light environment to cater to a wide range of patient needs, whilst also prioritising staff wellbeing with a variety of rest rooms and training spaces.

Offering a wide range of specialist facilities, the building includes a modern delivery suite with 11 birthing rooms and two obstetric theatres, a 24-bed maternity ward with en-suite single rooms, a neonatal unit with capacity for up to 16 cots, a children’s ward with overnight accommodation for families, and enhanced staff and visitor amenities designed with accessibility and sustainability in mind.

The development achieved compliance with the NHS Net Zero Carbon Building Standard (NZCBS); a landmark accomplishment that sets a precedent across NHS England. This is the first building within NHS England to meet the rigorous sustainability stipulations outlined in their NZCBS, underscoring the Trust’s commitment to environmental responsibility and future-focused healthcare infrastructure. Delivered by Integrated Health Projects (IHP), a joint venture between VINCI Building and Sir Robert McAlpine, and designed by AHR Architects, the Women & Children’s Building scheme achieved a BREEAM ‘Excellent’ rating, reflecting a commitment to energy efficiency and sustainability.

Working in close collaboration with the project team, Waterman’s building services specialists provided the mechanical and electrical design for the new building through the P23 procurement route, and were instrumental in supporting the drive to achieve NZCBS status.

The design behind the Women & Children’s Building demonstrates a forward-thinking approach to energy efficiency, climate resilience, and patient comfort, underpinned by Waterman’s innovative MEP strategy. A robust electrical infrastructure, featuring a new high-voltage power supply, N+1 transformers, and a standby generator, ensures uninterrupted power for critical hospital operations.

Situated in the far north of the Scottish Highlands, the community in Caithness is set to receive a welcome healthcare boost through two new community hub and care villages in Wick and Thurso. Delivered by hub North on behalf of NHS Highland, these new facilities form part of a wider drive to reshape health and social care services across the region.

The community hub and care village developments bring together services and teams currently located in multiple facilities across Wick and Thurso, providing community and residential care beds, a GP practice, outpatient consulting, therapy space and a base for community integrated teams.

Working closely with Norr Architects and Rybka, Waterman’s structures experts will deliver consultancy services for the schemes. With sustainability high on the agenda, the design team is exploring renewable energy sources and are collaborating to create a low environmental impact design as part of the UK-wide drive to meet Net Zero Carbon targets.

In a recent statement, Louise Bussell Director of Nursing and Senior Responsible Officer for the Caithness redesign, said: “We are delighted to welcome NORR, Rybka and Waterman to the team to design these much-needed facilities which are key enablers to the delivery of more sustainable services in Caithness. These two hubs represent an investment of over £55 million, and are part of a wider programme of transformational change to adult health and social care services in the area.”

Alun Rae, Waterman’s Director for Structures, commented: “We are delighted to join the team tasked with delivering these new community hubs and care villages in Wick and Thurso. We’re looking forward to supporting hub North and NHS Highland once again, helping them transform adult health and social care services across the region.” This appointment follows our Scotland team’s award-winning designs at Broadford Community Hospital and Badenoch and Strathspey Community Hospital, which were also delivered by hub North.
