						<p><span class="heading--thin">Dave Allen: Reclaiming the Net Zero narrative</span></p>
<p><span class="intro">Waterman’s climate expert, Dave Allen, explores why Net Zero has become a somewhat politically controversial topic in recent times, and explains why reclaiming the public’s perception will be crucial for ensuring continued support for positive action.</span></p>
<p>For much of the past decade, ‘Net Zero’ functioned as a rare point of political consensus. Governments, businesses, and much of the public accepted the idea that cutting greenhouse gas emissions to net zero by mid-century was both necessary and achievable.</p>
<p>Today, that consensus has fractured. To some, Net Zero has become a political liability, portrayed as elitist, expensive, and disconnected from everyday concerns.</p>
<p>So, what’s gone wrong, and, perhaps more importantly, how do we get climate action back on track?</p>
<p>Net Zero commitments were made during a period of relatively stable energy prices. Inflation, housing pressures, and energy shocks, especially following geopolitical crises (such as the Russian invasion of Ukraine), have reshaped voters’ priorities. Policies associated with higher energy bills, costly home retrofits, or changes to transport now feel threatening rather than aspirational. When climate action is framed as an added burden during a cost-of-living crisis, it is unsurprising that public support weakens.</p>
<p>Climate change is a long-term, global problem; Net Zero policies often impose short-term, local costs. For many people, the promised benefits, such as avoided climate damage, cleaner air, green jobs, feel distant or uncertain, while the costs appear tangible and immediate. This imbalance has allowed opponents to define Net Zero as a project that asks ordinary people to sacrifice now for unclear future gains.</p>
<p>Net Zero has increasingly been drawn into broader culture-war dynamics. In some political narratives, it is portrayed as the agenda of elites, technocrats, or international institutions imposing change on working-class, or older communities. Once climate policy becomes a marker of identity rather than a shared problem-solving effort, it becomes easier to oppose as a matter of principle.</p>
<p>Governments often announced ambitious targets without clearly explaining how transitions would work in practice or who would bear the costs. When timelines slip or policies are revised or weakened, scepticism grows. The result has been a credibility gap: people doubt not only the policies, but the competence and honesty of those promoting them.</p>
<p>Despite these challenges, public concern about climate change itself has not disappeared. What has eroded is confidence in how it is being addressed. Re-engagement is possible, but it requires a shift in approach.</p>
<p>“Net Zero” is a technical accounting concept, not a motivating story. People care about a reduction in flood risk, warm homes, affordable energy, reliable transport, good jobs, and healthier communities. Climate policy should be communicated through these tangible outcomes, not abstract targets. Insulation is about lower bills and comfort. Clean energy is about energy security and price stability. Active transport is about health and liveable streets.</p>
<p>Public trust improves when governments acknowledge that transitions involve trade-offs. Pretending that climate action is cost-free invites backlash when reality intrudes. Equally important is fairness. Policies must visibly protect low- and middle-income households and avoid placing disproportionate burdens on those with the least flexibility. If people believe the transition is fair, they are far more willing to support it.</p>
<p>Recent energy shocks have highlighted the risks of fossil fuel dependence. Climate action can be reframed as a strategy for national resilience: insulating countries from volatile global markets, reducing reliance on imports, and strengthening domestic industries. This type of framing resonates across political divides and shifts the narrative away from sacrifice toward stability and self-interest.</p>
<p>Top-down mandates often provoke resistance. Local projects, community energy, place-based retrofit schemes, locally tailored transport solutions etc are more trusted and visibly beneficial. When people see climate action improving their own towns and neighbourhoods, it stops feeling imposed and starts feeling owned.</p>
<p>The all-or-nothing framing of Net Zero deadlines has contributed to cynicism. A more credible approach emphasises steady progress, learning, and adjustment over time. Celebrating incremental wins builds confidence that change is possible, even if the path is imperfect.</p>
<p>The political toxicity surrounding Net Zero does not mean climate action is doomed. It signals that the language, priorities, and delivery mechanisms need recalibration. Climate change remains a real and escalating risk. But durable solutions require public consent, not just expert agreement. Re-engaging people means grounding climate action in everyday benefits, fairness, and trust, turning a distant target into a shared national project. If that reset can be achieved, climate action may yet move from a political liability back to a source of collective purpose.</p>

					<p><span class="heading--thin">Manor Royal Business Improvement District</span></p>
<p><span class="intro">Located in a prime position within Crawley’s Gatwick Diamond area adjacent to London Gatwick Airport, the Manor Royal Business Improvement District (BID) is one of the south east’s most significant mixed activity employment hubs.</span></p>
<p>The ever-popular Manor Royal BID is home to a wide range of businesses, spanning everything from global brands to smaller businesses and local enterprises. With such a diverse blend of occupiers, the infrastructure and transport networks across the site are vital for supporting business operations, ensuring they remain efficient, safe and sustainable whilst also offering an attractive and engaging place for workers, visitors and customers alike.</p>
<p>To enable this, our infrastructure, civil engineering and arboricultural specialists have been partnering with Manor Royal BID since 2015. Throughout this time, we’ve supported the delivery of a wide range of schemes, including everything from feature site entrances, wayfinding, green spaces, art installations, and highway improvements.</p>

			<p>Reflecting on the partnerships and vision behind Manor Royal BID’s regeneration, Steve Sawyer, Manor Royal BID’s Executive Director, said: <em>“Our ability to transform Manor Royal depends upon reclaiming redundant, sometimes awkward parcels of underused and neglected land and reimagining them as attractive places for people and business. This takes vision, imagination and a solution-focussed approach to overcome the challenges working in this area can present. In Waterman we have found those qualities and together we have made a positive difference to the business district, with more to come.”</em></p>
<p>Recently completed, the latest upgrade has seen the delivery of the UK’s first bus ‘Superhub’. Aiming to redefine what a bus stop can be, the Superhub incorporates art installation, micro park, and seating area, all designed to make this functional space more engaging whilst also providing a valuable biodiversity boost.</p>

					<p>The project was developed in partnership with West Sussex County Council and Crawley Borough Council and Manor Royal BID, and complements the wider work done through the Councils’ Bus Service Improvement Plans to improve the area, enhancing the reliability of local buses and reducing passenger journey times.</p>
<p>The scheme’s centrepiece is a striking piece of public art, named ‘Keki’s Fusion,’ which was created by local award-winning artist and architect Karl Singporewala. Stood atop tripod ‘piston’ legs, the six-metre high weathered-steel star sculpture was fabricated and installed by Cake Industries.</p>

			<p>Working closely with Allen Scott Landscape Architecture, bus shelter designers Jedco, and Karl Singporewala, our team initially provided engineering and arboricultural support services to assist with the outline design and planning. We then took on a project management role, coordinating the design team as well as carrying out buried services investigations, handling associated approvals including a S278 agreement, preparing contract documentation, and overseeing works onsite during construction.</p>

										<content:encoded><![CDATA[<p>Designed by John Robertson Architects (JRA), the refurb has preserved the Grade II-listed façade of the original 1920s building to include extending two upper floors and three landscaped roof terraces featuring extensive urban green areas to promote biodiversity. The Northcliffe’s semi-industrial aesthetic is maintained throughout, with exposed steel frame elements and semi-exposed ceilings.</p>



<p><em>“Structurally, it’s been a really exciting project for our team, breathing new life into the scheme we previously worked on in the 90s”,</em> said Waterman’s Structures Director Helen Blacker.</p>



<p><em>“We worked closely with the whole project team from the outset, carefully collaborating our design interventions to meet the scheme’s ambitions but stay true to the building’s rich heritage. The team liaised with local businesses, residents, and City of London Corporation officers to ensure this latest chapter in the building’s life was a success.”</em></p>

<p>Set across seven storeys, the workspace covers approximately 200,000 sq ft, with terraces totalling 9,800 sq ft, all designed with sustainability at the forefront. <em>“Focusing on keeping as many of the key structural elements as possible, we retained the existing super structure, the foundations and the Grade II-listed façade to minimise embodied carbon”,</em> Helen adds.</p>



<p>The newly glazed atrium is a striking central feature in the building, designed to allow for natural daylight to reach the office spaces across all upper levels.</p>



<p><em>“Our efforts focussed on minimal strengthening to the 1990s steel frame, along with several structural changes including vertical extensions and modified floorplates with circulation routes being centred around a reimagined atrium space.”</em></p>

<p>The main entrance, originally located on the corner of the building, is now centrally positioned and remodelled to incorporate a café, breakout areas, library, meeting room, and an internal access to a retail unit that opens onto Tudor Street.</p>



<p>The listed 1925 façade exudes the charm of a pre-war department store with its embedded cast steel frame and Crittal-steel windows. Elsewhere, the fifth floor’s original octagonal turret has been repurposed, offering tenants a flexible amenity space that leads onto a landscaped roof terrace.</p>



<p>The scheme has been delivered as WELL ‘Ready’ and achieved a BREEAM ‘Outstanding’ rating. It incorporates simultaneous heating and cooling through air source heat pumps, enhanced wall and roof insulation, and new PV panels at roof level.</p>



<p>Designed with wellbeing in mind, the premises boast 31 high-spec showers and changing rooms, complete with 325 lockers at basement level along with over 342 cycle parking including dedicated cycle lifts.</p>

<p>Etain Fitzpatrick, Director of JRA highlighted the importance of collaboration in this project: <em>“Working with Waterman, who worked on the previous refurbishment of the building, was key to the success of the project. Helen and her team were able to quickly identify the design parameters and provide innovative and cost-effective solutions for the new extensions to the building.</em>&#8220;</p>



<p>Helen sums up the project with pride, saying: <em>“The Northcliffe demonstrates that refurbishment has a significant role to play in delivering a Net Zero built environment. It highlights how exceptional outcomes can be achieved by taking an innovative approach to design, even dealing with the constraints of a retained listed facade. Our team relished the opportunity to return to Tudor Street after 30 years, breathing a new lease of life into this iconic building, and it was a real pleasure to work so closely with the highly creative project team.”</em></p>
